Trooper Bird Recognized for Above and Beyond Duty

On April 10th, 2024, Governor Sarah Huckabee Sanders, in her State of the State address, recognized Trooper Brandon Bird for his generous and above-and-beyond response to a stranded motorist earlier this year.

Governor Sanders said, “Trooper Bird is with us today and I want to thank him and all of our law enforcement for their service to our state. Brandon’s story is remarkable, but not uncommon for the exceptional men and women of State Police.”

Hosted by the Arkansas State Police Foundation, many troopers and civilians were recognized for their courage, bravery and significant contributions to serving and protecting the citizens of Arkansas.

ASPF celebrates Arkansas State Police retirees

ASPF had a great time yesterday celebrating ASP Retirees! Randy Lann outdid himself with his signature grilling. The event was held in the new classroom at the Precision Driving Training Complex, ASP retirees were given a tour of the new facility. ASPF wants to express our sincere gratitude to the ASP retirees for their years of service to the citizens of Arkansas.

ASPF Driving Track Dedication Ceremony

The Arkansas State Police Foundation recently held a dedication ceremony for the Arkansas State Police Precision Driving Training Complex.


The Arkansas State Police Foundation has been working tirelessly to provide a place for the Arkansas State Police to have a safe place to train new recruits, as well as continue education for current State Troopers. The Precision Driving Training Complex has been an ongoing project for the Foundation and will be available for the Arkansas State Police as well as all certified Arkansas law enforcement agencies. Because of the efforts of so many who support the Arkansas State Police, we have been able to reach some of our goals in building the track, tower, garage and classrooms. We want to thank everyone who took the time to join us for the Precision Driving Training Complex Dedication Ceremony. Special thank you to Governor Asa Hutchinson, Lieutenant Governor Tim Griffin, Attorney General Leslie Rutledge, Colonel Bill Bryant, and Major General Kendall Penn for being speakers at this special event. Sincere appreciation to the ASPF Spouses’ Auxiliary for serving as hosts. We are also grateful to country music singer, Tracy Lawrence, for joining us to sing the National Anthem.

Memorial Story for Senator Bobby Glover

 

It is with a heavy heart that we announce the passing of one of our Board Members, Senator Bobby Glover. Sen. Glover will be missed by so many, he was a major supporter of the Arkansas State Police as well as the Foundation. Our thoughts and prayers are with his family at this time.


Former State Senator Bobby L. Glover died at the age of 85 early Wednesday after serving for more than a decade in the Arkansas Board of Corrections.

Sen. Glover was originally appointed to the Board of Corrections by Gov. Mike Beebe in February of 2011, and reappointed in 2014, and again by Gov. Hutchinson in February of 2021.

“From his time as mayor, state representative, state senator and vice chairman of the Board of Corrections, Bobby Glover’s dedication to the people of Arkansas was evident,” Gov. Asa Hutchinson said Wednesday. “Susan and I are praying for his family in his passing. I have lowered the flags to honor his memory.”

Sen. Glover began his career in public service in 1963, serving 10 years as the mayor of Carlisle.

Sen. Glover was a 28-year veteran of the Arkansas General Assembly. As a State Representative, he represented the City of Beebe and parts of White, Lonoke and Prairie counties. He served in the House for 10 terms over 14 years.

“Senator Glover led a distinguished life of public service,” said Corrections Secretary Solomon Graves. “Arkansas is better because of him. The Department of Corrections is better because of him.”

He also served as Director of Governmental Affairs for the Arkansas State Police Association, and he served 17 years on the Arkansas State Police Foundation.  He served as Chairman of the University of Arkansas Criminal Justice Institute Advisory Board, and he served as Executive Director of the Arkansas Municipal Police Association.  

Sen. Glover received several awards for his outstanding municipal, community and legislative accomplishments, including the Outstanding Citizen of the Year Award from the cities of Lonoke and Carlisle.

Sen. Glover was president and CEO of the Glover Insurance Agency in Carlisle and Lonoke and president and CEO of Chambers Nursing Home in Carlisle. Civically, he was active in numerous capacities with several organizations over the years.

Sen. Glover was married to Charlotte Glover and had two sons, a daughter, a stepson, a stepdaughter, seven grandchildren and five great-grandchildren. He was a member of First Baptist Church of Carlisle, where he served as deacon, trustee and head usher.

Memorial for Richard "Dick" Lee Cisne

Richard L. (Dick) Cisne passed away, February 7, 2021. He was born April 26, 1950 to William B and Doris L. Parker Cisne in Conway, Arkansas. Dick graduated from Conway High School in 1968 and from the University of Arkansas at Fayetteville in 1972 with a BSBA degree in accounting.

He joined the Arkansas practice of Russell Brown & Company in 1972 which later merged with Arthur Young & Company in 1982. He was a tax partner in the Little Rock office until September 1987, when he left along with Johnny Hudson and Roxy Keeling-Culp to establish their own firm - Hudson, Cisne Keeling-Culp & Co LLP, which has grown to be the 5th largest CPA firm in Arkansas and employs about 40 professionals. While with Arthur Young & Company, Dick served as their National Cooperative Industry Coordinator and became very active in the National Council of Farmer Cooperatives and its LTA Subcommittee. He served many years as chairman of the National Society of Accountants for Cooperatives' Tax Committee and has made several presentations at NSAC national meetings.

Dick is a past president of the Mississippi Valley Chapter of NSAC and for the past several years has served as Chairman of the NCFCs LTA Subcommittee on Financial Reporting of Agricultural Cooperatives. He was a member of the American Institute of Certified Public Accountants and the Arkansas Society of Certified Public Accountants.

In addition, Dick was a Rotarian with the Downtown Rotary Club where he received the Paul Harris Fellow Award. Dick spent many years serving as a board member and treasurer of the Little Rock Boys and Girls Club Foundation as well as a director of the Central Arkansas Boys and Girls Club. He was also on the board of Bank of the Ozarks and one of the founding directors of the Arkansas State Police Foundation where he also served as President during the early years of operation.

Dick is survived by his sons, Jay Gentry and Derek Cisne; his life partner, Barbara Hays; brother, William Cisne and wife Glenda; sister, Janice Kendall; his 3 grandchildren, Madeline Gentry, Logan Cisne, and Gavin Gentry and 2 daughter-in-law's, Courtney Cisne and Dr. Rhonda Gentry. He is preceded in death by his wife, Cheryl and his parents, William and Doris Cisne, and brother Sam Miller.

Graveside service will 1:00p.m., Saturday, February 13, 2021, at Forest Hills Memorial Park. Visitation will be 3:00-7:00p.m., Friday, February 12, 2021, at Roller-Chenal Funeral Home. In lieu of flowers, please donate to the Arkansas State Police Foundation, 5702 Dreher Lane, Little Rock, Arkansas 72209 or Little Rock Boys and Girls Club Foundation, 425 West Capital #480, Little Rock, Arkansas 72201.

We are complying with the Arkansas Department of Health guidelines and limiting indoor funeral and visitation attendance to 50 people at one time. All attendees must provide and wear their own masks before entering. The family will have a celebration of life party for Dick at a later date.
